If we go deeper into this statement, I think we get a funny answer....... whoever has managed to get True Happiness is the happiest person. What if more than one person manages to get..... then all of them are happier than the others, but amongst them, they are all equally happy........ True Happiness can not be classified or stratified into different degrees.

It varies with time.

The happiest people are those who enjoy their existence the largest percentage of the time.  

Children, at some age, are definitely candidates here.

You cannot objectively prove somebody else is happy.  You must ask them and then trust the answer they give.

It's also impossible for two people to resolve a happiness contest because there is no way to prove who wins.  If they both claim to be happy then how do you know who is happiest?
