the army of any country is generally the most powerful  and most organized force there. in the case of the philippines, the numerous rebel groups there doesnt diminish the army's standing as the biggest force because the rebels are primarily centered in remote and limited areas. the philippine military has also been accused of allowing the rebellions to remain for selfish reasons like maintaining its huge military budget, continued access to US military aid, political maneuvering and avenue for corruption.

I believe that you are referring to a person for your query states "who". Personally I think that the President is the most powerful. She is the Commander-in-Chief, Chief Executive, Head of State and Government.
