Who is the next of kin when there are children over 18 and parents still living?

my cousin died suddenly yesterday and some people are saying his children are his next of kin and they are supposed to have the say so over everything. we always thought it was the parent as long as they are still living and in good mental health.

His wife is first, his kids, (over 18) are next.  It's called by-law.

his wife is his next of kin, they over rule what ever his parents say, tho their opinion is important, by law she is the decision maker. IF his children are over 18 and there is no legally wedded spouse then they are his next of kin. IF the kids were under 18 then his parents would be but once married it changes the dynamics.
