Who is the petitioner as requested on form DS-230 part2?

I have been selected as one of the winners of the D.V lottery 2009 but on the form DS-230 part2 question 29,i am suppose to fill in the "name and address of petitioner".Who is the" petitioner "in this case?Is it me the selected applicant or what

  1. There is no petitioner on a DV application,since you are self qualifying. If you were going as the spouse of an American, your spouse would be the petitioner as the person who filed the immigration paperwork,or, the petition. Just put down not applicable, or N/A.

I'm not a lawyer, but my reading of the visa forms and supporting documents leads me to believe that the "applicant" is always the person for whom a US visa is sought, apparently you in this case.  A "petitioner" is a party with interest in the matter, and who is submitting forms (or should be contacted) towards that end. An example might be a company seeking a visa for an employee who is a foreign national. I believe that an agent or translator filing forms on your behalf would also be a petitioner.  In contrast, a "sponser" has legal obligations towards the applicant, should a visa be granted.

    If there is no additional party other than yourself involved with your visa application, I'd put N/A (Not Applicable) for question 29; but to be sure, you can email the NVC:

    I'm certainly not sure how lotteries work for visas, it is possible that your application has to go through some specific office in the U.S. or in your native country; in which case you may have a petitioner involved after all! I would hope that the notice you received about winning the visa drawing would specify how you should reference this status, and whether anyone else should be involved in your paperwork.
