    is thePrime Minister.But for all practical purposes it is the Dy.

    Chairman who is the de facto head of the body  and whose

    position is of significant importance.The present incumbent is Mr.Montek Singh Ahluwalia.The appointment is made by the President of India and carries the rank of a Cabinet Minister.
