  1. It depends on what is being audited.  Many times it is the IRS but you can have workers comp audits, personal audits ect ect ect. I wish I could give you a better answer but we need more information for that.

That's a pretty general question.  The best way I can answer that is, it depends on who's doing the audit.  If a company hires an external auditor to check over their business, then that business is the primary user of the audit.  If the IRS is auditing you, then they would be the primary user of the audit, so on and so forth.  Good luck, hope this helps.
