I would say Arceus is the strongest legendary pokemon, it is caught at lvl 80 and it gave birth to palkia and dialga before time and space started, so, saying that, arceus is therefor a 'god' pokemon living before space and time.

I still like Mewtwo. His special attack is ridiculously high, and he also has great speed. heck, you can even make him a physical sweeper with his attack stat (which often comes as a pretty good surprise in online battling). Plus, he can learn calm mind, which can boost his special stats even further.

Arceus has an overall higher point total for stats, but nothing can beat that ridiculous special stat, IMHO.
