Well if your going into numbers I believe that if would be President Truman. Killed about couple hundred thousand Japanese lives( not including deaths involving radiation afterwards) when he decided to drops the atomic bombs. Although I believe that he made the right decision because it was that or millions of American soldiers die trying to storm the mainland of Japan, and actually probably more Japanese would have died during that than with the two bombs.
