Not sure who the youngest is.

Foreigners can be awarded a true OBE or MBE if they are members of a country where the Queen is Head of State e.g. Canada, Australia, if not they can be awarded honorary OBEs, MBEs, Knighthoods

For example all these people are entitled to put the letters KBE after their names as they have honorary knighthoods: Bob Geldof (Is not Sir Bob much as the tabloids like to call him that - he's Irish), Bill Gates, General Norman Schwarzkopf, Rudy Giuliani and General  Wesley Clark.
