I'm not sure if that is a character.

Not all anime images spread on the internet are from actual Animes. She could be a random piece of art.

I used to think it was actually Sailor Mercury from Sailor Moon, but i doubt that. She is maybe a likeness of another character, but not a character herself. Just an original character created solly for that one picture.

that angel in the picture is not part of any anime. its just a anime picture that somebody made to show on the internet.
