i think he's an actor i just don't remember where i saw him, i found this pic off of someone's pictures .. it's not really good but, i hope you can tell me who he is.

Oliver James!!  That pic is from the movie Raise Your Voice with Hilary Duff.  He also was in What A Girl Wants with Amanda Bynes.  I like the second one best but their both pretty good.
