Who is to blame for West Indies cricket failures?

West Indies cricket team has not been successful in the past 4 year. Who is responsible for the failure of the team?

They've not been too successful for a while longer than that now, and there are probably a few reasons. There have been problems at an administrative level and a lack of funds makes it hard to develop players in the same way that say Australia or England are able to do.
