Kim Jong il, dictator of North Korea. The devastation this man has caused to the Korean people is among the worst in modern history. Not much is known about the extent of human rights abuses there, as the NK government goes to great lengths to hide them. Kim Jong il has Stalinist death camps where people are worked until they die of exhaustion.

Most people answering your question are naming current world leaders. My least favorite former world leader that's still alive is George H.W. Bush. I believe it was his reckless foreign policies; his 'cozy' relationships with Saudi Arabia, Kuwait and China; and his hatred for Saddam Hussein that led us to the point where the U.S.A. now stands. When his son was 'selected' to be our 43rd President, it was because Bush, Sr. wanted revenge after Hussein humiliated Bush during Operation Desert Storm.

Immediately after leaving the White House, George H.W. Bush joined the Carlyle Group. Among many of his Saudi Arabian friends who invested in that company was a family by the name of binLaden who originally put up $2.5 million. George H.W. Bush profited from his Presidency, perhaps more than other President in U.S. history, and that should be illegal (and it certainly is immoral and unethical). Unlike Carter, Reagan, Clinton and other former Presidents who made millions giving speeches and writing books, George H.W. Bush made millions through the ruthless murders of 675,000 Iraqi citizens and [many, many] more than 4,400 U.S. soldiers just so a handful of his wealthy elitist friends, industrialists, oil barons and power brokers could become wealthier and more powerful.
