What is the minimum age to using paypal (or to make paypal transaction works) and do paypal charge an annual fees to us?

Answer 1

Depends on if you are a seller receiving payments or a buyer sending them.

If selling they take about 4% of each transaction you receive.

As a buyer there are no fee's.

I believe there is no age limit to using paypal, you just need a checking account.  You must confirm your bank account to paypal, then you can directly link your bank account to paypal OR put money from your bank to your paypal.  

There are no annual fees for using paypal, but there are transaction fees if you have a premier or business account.  You can choose to have a personal account and there will be no transaction fees, but you can't accept credit card payments if you are to sell things on ebay per say.  If you accident chose a premier or business account, then you can call paypal customer service and downgrade your account back to personal, but you may only do that once.
