  1. I would treat them and move them into the pond IMMEDIATELY.  The problem with putting pond fish in a tank is that they produce large amounts of waste, need large amounts of space, and will need large water changes.  At the moment, you should be doing water changes at least twice a week just as life support.  All these symptoms point to poor water quality, which can be quickly remedied with frequent water changes (for the time being, 25-50% every other day).  This will be a good start, and will likely clear up the fin hemorrhaging (which could also be ammonia poisoning).  Treatment is gonna be tough because of the several pathogens you're dealing with-- both gram positive and negative bacteria as well as parasites.  I would start with Maracyn + Maracyn 2, or similar combinations of gram positive and gram negative effective drugs, as well as copper sulfate (Aquarisol, Coppersafe, Organicure, Cupramine, etc.) for the flukes.

pH is far less important than it is made out to be-- anything between about 6.0 and 8.0 is fine as long as it's STABLE.  Trying to toy with the pH is the last thing you want to do with already-stressed fish.

EDIT: Melafix is little more than a preventative.  It irritates the fish, forcing them to produce more mucus.  The only time I would ever use it is when the fish have open sores or are recovering from fin rot.  Salt will have little affect on any of the problems you're dealing with.  The bacterium responsible for septicemia (the hemorrhaging) also infects marine fish, and will be fine in any salinity your fish will survive at.  Eye flukes, cloudy eye, and pop eye are all INTERNAL, and will be entirely unaffected by salt in the water (the fish's internal salt level remains the same).

  2. wooo suffering too much poor water condition is this koi newly acquired?  since its already in a quarantine tank your doing the right thing just aad rocksalt and mythelene blue with good aeration and if your filter got carbon and zeolite remove it just leave the fiber

  3. Not sure about eye flukes.  They get several eye problems and the illness is basically called just what it looks like cloudy eyes, pop-eye, etc.  The fin hemmorage is either a tear on something sharp in the tank, nipping by the fish (itself or others) or fin rot.

    Treatment:

    1)  If it is just a few of the fish, not all, then separate the healthy ones into a different tank.

    2)  Change the water.  Fin rot is caused by poor water quality.  If you don't treat the water, you should.  Get the Mardel 5-1 tester kit.  It checks the water for ph, akalinity, hardness, nitrites, and nitrates.  Most of the tap water has been treated with some form of chlorine.  I got a treatment that deals with the chlorine, helps with the natural slime, and takes care of a few other things as well.  For easy care, find one that you don't have to let sit for a period of time.  Test the water and see what else you need to do with the water.  The Ph in my water is quite high so I treat for that as well.  The Mardel kit comes with a chart that tells you the safe range for fish in general.  There may be things more specific to the koi, but I'm not that familiar.  I use AquaSafe for the chlorine/slime, etc and Wardley bullseye 7.0.

    3)  Medicine:  There is a bunch of different ones.  Melafix is a natural fish remedy.  It treats most fish diseases.  There is also a fish salt for fresh water fish that quite a few people use.  It also helps in the healing process.

    Good luck.

  4. Well first of all ph is very very important for these fish.  First of all specially in a tank they should not be feed more food than they can eat at once.  Tanks have to be cleaned out regularly because more than likely whats causing those problems is the nitrogen levels are way too high.  You can get some stuff from a fish store for that.  Also before you move them to a pond make sure the pond is deep enough or they will get eaten.
