  2. In January 1932, Father James Renshaw Cox led a march of 25,000 unemployed Pennsylvanian residents, dubbed "Cox's Army", on Washington, D.C..  At that time, it was the largest demonstration in the nation's capital to date. He hoped it would result in Congress starting a public works program.

    The phrase now generally refers to seeing a crowd of unemployed people.
