Who knows why the green biting flies appear on the beach when the wind blows from the bay to the ocean?

I noticed in both Cape Cod and the N.J. shore that when the wind blows from the bay to the ocean that green shiny flies that bite appear on the beach. I was wondering why this occurs.

  1. Swamps and wetlands are where many critters like this reproduce and grow.  They like shallow, calm water.
