  3. It is against FCC regulations to have commercials louder than the program you are watching but I think they still do it.

    This article says increase in volume is perceived and the commercials are not actually louder. Just processed to seem that way.

  5. The signal strength is constant and regulated by FCC.  Commercials just use all of the signal carrier available.  Normal programming does not.
