Thomas Paine - - - but then he was writing a pamphlet and had more scope for advancing his argument whereas the Declaration was a single sheet with lofty rhetoric that literally soared.  Paine's pamphlet laid out a variety of arguments in a logical fashion whereas the Declaration was simply that, a solemn cry for Independence.  Paine was a good writer able to articulate his argument with a minimum of fuss.  The Declaration bennefited from judicious editing.
