Council of foreign relations make our foreign policy. The Federal reserve makes our monetary policy.

The President (Bush), Congress (Pelosi), the State Department (Rice), the FCC (Powell I think), the Federal Reserve (Bernake), the Treasury Department (Paulson), Department of Agriculture, the Masons, and the SEC.

There are a whole lot of people making government policy.  Those are some of them, and I tried to think of officials in those organizations/positions.
