Who makes the best NEV (neighborhood electric vehicle)?

I'm having a hard time finding out who makes NEV's and where to buy them. I can license NEV's in my city, but I only know of one maker.

If you are in the States I think the biggest is ZAP motors (see link).  One of their upcoming models, the ZAP-X looks a lot like the new Volvo.

I only know of one maker that is getting anywhere...

Google "Xebra electric car"

Essentially a street legal golf cart...

Essentially every golf cart maker is trying to get in on the short trip electric vehicle market.

They aren't very practical though.  short range per day and low max speed.  They are traffic jams waiting to happen.
