Actually in the U.S. it was the federal government.  Although drinking age is a state law it was essentially mandated by the federal government that states raised it to 21 years of age.  For the first time in my life I was extremely proud of the politics of the state of Louisiana (which are generally backward and unethical).  We were the last state of the 50 to raise the drinking age.  In fact, Louisiana was initially not raising it at all until the federal government threatened to cut all federal government funding to the state which is when they reversed their policy.  (From an economical standpoint, they had to back down.  Or else everything would degrade to the point when sectarian violence would erupt and we'd be thrown 150 years back in history....not a good thing.)

  10. Elected officials.  In the US, it's the state legislatures.
