Your current domain provider.

I hope this won't confuse you, though I'm trying to clarify: your domain provider (yahoo or whoever) will let you register the domain name you want. Once it goes through, they'll manage it for you and give you online tools to do whatever with it.

Your rights are dictated based on your domain provider's "service agreement". It's a list of what both you and the domain provider can and can't do.
