do they bases any of the funding from test, such as the TAKS test, when deciding funding.

As an advocate for Special needs children I can tell you that the state of NY's formula for mandated services isn't consistent across the board.  You would think that the counties with the most need of special ed money because of bigger special ed populations would get more resources but that's not the case.

  3. Funding for special eduction comes from state and federal levels. More from federal than state. (http://www.ed.gov/about/offices/list/ose...

    Much of it is based on the number of children in the special education program and also what disabilities they have. (A child with autism may need many more services that a child with a learning disability)
