Who might I contact about plasma manipulation and designing "special" containers for extremely hot plasmas?

That is somewhat hot at about 24 eV. Plasmas can get much hotter however. Fusion plasmas are in the range of 10-100 keV, so about 1000 times hotter. Read up on magnetic confinement, as that is basically your only option. I dont know of a company that designs thing off the top of my head, but there is probably some design firm somewhere that could get you setup.
