Who needs to cut energy use, the Government or individuals?

Question

This is a pretty tough question that I was posed. Is global warming prevention up to the governments who can build new, greener power stations, or the individuals, who do the little things like turning lights off? It certainly isn't the responsibiliy of merely one group, but which one is more responsible?

I'd like opinions from lots of different countries; I live in the UK, but views from Americans would also be appreciated greatly.

In America and lots of other countries, the government doesnt own or build the power stations.  They are private, or publically owned buisnesses for profit.

Government can build it cleaner, but until the majority of 'savings' comes from the consumer level  - cars that run cleaner, bulbs that illuminate longer, water saving devices, recycling, etc.

the government needs to do it to.. but its not an either or type of thing - its every one

First off, your question shows a belief that global warming is fact.  This is in considerable dispute.  Even the most PC crowd has shifted to the term "climate change" which can mean anything.

I feel it is up to the individual to decide how to utilize energy.  Bear in mind that if you allow the government to cut energy use, some nameless faceless bureaucrat might decide that you don't get electricity today.

Take a look at your health care industry.  How long does it take to get an appointment with a cardiologist?  How long does it take to get an MRI?

The correct answer is that the government should make individuals interested or forced to cut energy use.

The government needs to make the individuals aware of how and why they can cut energy use, and the individuals need to cut it.

My opinion would have to be the government because they can do it on a lager scale but as individual to because ever little bit help.
