Who offers the best credit card for someone with no credit history?

I would start at your bank or credit union and ask about secured credit cards.  Stay away from Orchard Bank and Premier Bank cards. They charge a very high interest rate and there is a fee for increasing the limit.  These cards are loaded with fees.  There is even a fee to pay the bill online!

Try CapitalOne, the limit will be low and the interest rates will be high though.  If you use it wisely, you can build your FICO score up to get an unsecured card over time.
