Who offers this kind of phone plan?

I have a cell phone with a sim card. The phone is deactivated. I want to activate it but without a contract for a cheap price. I could last off of like 30-50 mins a month. If I don't use all minutes I also want them to rollover to next month. Text message would be cool too but not necessary. Does a phone plan like this or similar to this exist and where can I find it?

Your best bet is to go with a Go Phone plan AT&T seeing as how they are the only carrier that currently offers Rollover minutes. I am pretty sure you can get an account without a contract that still offers you the Rollover feature, but I would double check. I provided the link in the Sources section to their Go Phone page.
