ACP (Panama Canal Authority) which is owned by the Panama government and employs Panamanians to work there.  The US has no control... it has been this way ever since the end of 1999 when the canal was handed over to the Panamanians.

I think the U S just turned over possession to Panama recently,or vice versa,but I do know that the Army corps of engineers used to run the actual lock system at one time,
