    NA$CAR owns the number, no one currently has rights to it unless the 12 year old boys that Jen was talking about does.

  3. nascar owns all the numbers they lease it to teams for 1 year at a time the previous owner has priority if another team wants that number and the 2nd team will get the same number just in the hundreds or with a 0 in front of it

  5. NASCAR owns all the numbers used in their series. The teams on an annual basis obtain the rights to use whichever number(s) they choose.

  6. nascar also exerts a high degree of control over the images, sponsors, paint schemes, etc., on the cars, and it's highly doubtful that they would assign #69 to anyone.
