  1. It depends on how the state law is set up - if an exisiting track owner can own OTBs (Northfield Park in Ohio - as an example - owns Cedar Downs OTB in Sandusky, OH) or it must be a separate entity (like the New York City facilities).

    Of course there are contractual stipulations placed by the state concerning a company bidding for and operating OTBs. But if a company has the cash, vision and understanding how the industry operates, then they could be in the bidding for these contracts.
