  2. The first answer is correct. The Federal Government is the "owner" of the USPS.

The actual answer is that all Americans have a stake and therefore ownership of the USPS.  The USPS is completely funded by our purchase of stamps.  The delivery of mail is provided for in the Constitution and therefore has been under our direct or indirect guidance since day one of its inception.
