It is owned by the United States.  The responsibilities are shared by the four states that border it (Wisconsin, Illinois, Indiana, Michigan).  It is maintained by the CORPS of Engineers.

It is the only one of the great lakes wholley in the US.   We do have a treaty with Canada saying no water will be removed from the great lakes watershed by either country for use in other parts of the world though.
