If you're asking about who decided that the Derby, Preakness, and Belmont would be the 3 races in the Triple Crown, no one did really.  When Sir Barton won the very first Triple Crown, it wasn't the Triple Crown then... it was just that he happened to run in and win those 3 races.  I believe it wasn't referred to as the Triple Crown until at least the 1930s... and even then it was because that's what the press called it... one newspaper reported that the horse "Wins Belmont, Takes Crown."  It kinda progressed into being the Triple Crown.  No one really decided that those 3 races would be the special ones... they're the major races that everyone tries to win because they have the highest payouts.
