Who said, " dissention is the greatest form of patriotism" or something along those lines?

i heard jessie ventura giving quotes on the radio. this was one of them i think he said it was thomas jefferson or ben franklin. i have looked and can't find it anywhere.

    The one who actually said it was: Dorothy Hewitt Hutchington

    The one getting the hype: Thomas Jefferson

    Hutchington was a lady who strongly opposed WWII and rebelled against it and made this remark.  However, Jefferson is attributed with it because he had the same views when stating that resistance to goverment can be a valuable thing.
