  1. Machiavelli said it first.

    Machiavelli said that humans are inherently evil.  15-16th century

    Hobbes book Leviathan argues  why men are inherently evil and anarchic.- 17th century

    The biblical remark is :

    Psalm 14:2, 3 -  "The Lord has looked down from heaven upon the sons of men, to see if there are any who understand, who seek after God. They have all turned aside; together they have become corrupt; there is no one who does good, not even one."


  2. Actually, I believe the 'inherently evil' thing stems stems back to biblical teachings...(Jeremiah 17:9 )

    "The heart is deceitful above all things and desperately wicked".  

    Don't think anyone can be credited with coining the phrase

    "inherently evil', but the bible is where the concept came from...

    (not that I agree of course...)!
