Who said "To err is human; to forgive, divine?"?

I've heard it attributed to God and Shakespeare (courtesy of Starsky and Hutch), but could find it nowhere on the internet or in the Bible.

    Benjamin Franklin put it like this...

    "To err is human, to repent divine, to persist devilish."

    Most sights give credit to Alexander Pope though. He was an English poet in the eighteenth century who was known mainly for him translation of Homer. He is the 3rd most frequently quoted writer in the English language.

    That's ironic because i have never heard of him before. :-)

    I don't think it was from the Bible, so he probably was the 1st to coin this famous quote.
