Most places have a conveyor belt, where items are separated by hand.

Many places have a conveyor belt and it is separated manually.

  Most of these places hire  a lot of the mentally handicapped as it is work they can do and they appreciate having a job just like everybody else.

There are three possibilities. It can be separated at the source, it can be separated by hand after collection, or it can be separated mechanically by blowing air at it after shredding all materials to roughly the same size.
