That would be Texan Homero Blancas, who shot 55 on a short par 70 course on August 19, 1962. Blancas shot the round on a course of just over 5,000 yards in Longview, Texas, and for a while his feat was included in the Guinness Book of Records, though it was removed when Guinness decided a course must measure at least 6,500 yards to merit inclusion. Nonetheless, it's still the lowest recorded score over 18 holes.
