Parents are LEGALLY responsible in all 50n states to make sure their children are educated.  They should control curriculum. Children do not belong to the state.  They belong to God and are given to the parents to raise by God.  Sometimes the NEA is confused on that point.

In homeschooling, parents should control the curriculum, with imput from their kids. If a child is doing poorly with one program, their parents should find another. If an older child tells you they've been looking at their friend's workbooks and like them better, the parents should look into it and consider changing. Kids have every right to an opinion, but Mum and Dad have power of veto.

Since your question is in the Homeschooling section, I assume you mean "who should control the homeschool curriculum?"  That would be the parents, of course.

Naturally, there are broad areas of learning that everyone agrees should be learned, whether at public, private, or homeschool:  reading, writing, 'rithmetic, science, social studies....  But while everyone agrees these things ought to be learned, parents are and should be the ones to choose what their child does to 'cover the bases' and become an educated person.  There are as many ways to address these as there are people who homeschool.  And what works for one may totally not work for another.  No one knows the child like the parent.

I think private schools should decide their own curriculum.

I think the government should decide the curriculum for public schools.

I think homeschooling parents should decide the curriculum for their kids.
