Who should I drop Homer Bailey or Josh Banks?

I would drop Homer Bailey.

Bailey has struggled this year in the minors, and his command is not very good. He pitches in a hitters ballpark, which doesn't help. His WHIP will be through the roof. On the other hand, throughout the minors, Banks has had excellent control. He pitches in the most pitcher friendly ballpark too. So Banks will probably have a lower ERA due to that and a lower WHIP due to much better control. Strikeouts should be about the same.

They're both unproven pitchers in the MLB who aren't consistent. I'd say Bailey, because Banks has pitched in three games and has been great in all three of them. Bailey has pitched one game and even though he has done pretty well, I wouldn't trust him with the many walks he issues.
