Who should I start this week: George Sherrill or Joakim Soria?

Sherrill Versus: Cubs 3 times(tough matchup) and Nationals 3 times(Great Matchup) and each game is a road gm

Soria Versus: Rockies 3 Times(Great Matchup) and Cardinals 3 times(Decent Matchup) and they are all home games

I am thinking Sherrill only because Soria is coming off a big week but they did not VS tough opponents and i don't think he will repeat it. Who should I start?

I would stick with Soria.  His ERA has been and will be better.  Sherrill has a few more Saves so far, but I don't expect it will end up that way at year end.  I would stick with Soria in an average week -- more so in a week that Sherrill gets the Cubs three times.

(If your league only allows one RP, you should consider trading Sherrill.  You could move way up on another category and not lose anything in Saves.)
