Who should be blame and responsible of the m/v princess of the stars tragedy?

i believe that it is not the captain's fault to still execute their voyage though the pag-asa already issued signal no.1 last friday.. what are your opinions?

i strongly believe that who is to blame should not be the real issue in this tragedy. instead of pointing fingers to anyone, this is the very time that we should be awaken by this wake up call.

all level, ferry sinking/accident is so often and nothing have been done to improve, that's show how corrupt in all level, right thu the governments.
