The guy going 75 mph with the flow of traffic, or the guy going 50 mph causing people to brake abruptly and make risky lane changes??

  2. If the flow of traffic is being impeded by the driver going 50, then he should be cited.  However, in the eyes of the law, anyone traveling in excess of the limit should be ticketed and frankly, the police will choose the easiest driver to safely stop.

  3. Neither... though the ones making risky lane changes should. I don't care if he IS going slow. Doesn't give you the right to cut someone off to get around him. Signal, and pass when clear.

    Speed is irrelevant. The slowpoke doesn't CAUSE people to brake abruptly and make risky lane changes. They CHOOSE for that to be how they react. They COULD, upon seeing another driver going slower up ahead, signal a lane change in advance and do so safely. If people would actually follow a proper following distance, there wouldn't be as many "abrupt" changes, as they would actually have time to react in a reasonable fashion.

  7. I think the guy going fifty should get the ticket.  If you are moving with the flow of traffic, you are using the interstate properly. The slow motorist would cause more risk to the other drivers around him at least.  However, most states (44 of 50)  have an absolute speed limit, which means you can be convicted for as little as one mile over.  The other states have an implied spped limit , meaning that the cop must prove that you were imposing danger upon yourself or others.  Implied states generally will not convict you for doing less than 8-10 miles per hour over the speed limit.
