while i would normally say peyton, im not so sure he'll be 100%, so in this case i would say start eli

If Peyton is healthy you start him every week regardless who the Colts play

Peyton Manning should get the start in any league on any week against any opponent as long as he is playing & Peyton at 85% is better than an Eli at 110%
