Who should i tell?

we woke up this morning and found someone's bumper on our sidewalk.(the part that holds the license plat and all) the person seems to have crashed into the electrical wire.... but the car wasn't there. Anyway.... some just came to pick up the car parts but the wire they ran into seems torn...who should i call? the electrcity company or the cops? it wire just seems uprotted...

You call 911.  They will have to shut down the area and the power to fix it.  Sometimes fireman block it off, sometimes cops.  But then again thats for downed wires.  It all depends on how bad the tear is.

The police and DON'T CALL 911 !!!

This is NOT a 911 emergency, just call the non-emergency number, they probably already know about it.

I would think that you should call both the police and the electric company. Maybe the police can be on the look out for someone taking their car to a shop for front in bumper repair and the electric co. can secure that torn wiring so that no possible electrocution will take place
