The parents really can't initiate the date, they can introduce a couple, but if there's no spark...........it falls flat.

There is no definitive right or wrong to your question.  In recent history, it's been the guy, but it's becoming more and more common for the girl to be the initiator.

It can be the girl or the boy, it doesn't matter, both is absolutely alright. It just shouldn't be the parents, that's really weird.
