Who should take the initiative a guy or a girl?

In terms of dating, for example to call you, to ask you out, to talk to you, to invite you somewhere, to express feeling, to kiss you, to hug you..............etc....etc..

why?

It should be a girl because a girl can understand a girl's mind.If you are going to hangout with a guy,you will feel little shy and there will be a lot of tention in your mind.If you want to hug,kiss.....you can also do that with a girl.This would be better.
