Pain wasn't called a god for nothing. Take into account who was working for who. Itachi came when the master called, because otherwise Pain would've b***h slapped the s**t out of him. Itachi was strong, and is definitely one of the top 10-20 people ever mentioned in the series, but he in no way approaches the "god" tier. Pain, Jiraiya, and The 4th Hokage are so far beyond other ninja's it becomes a joke. Pain even says that Jiraiya could have beaten him had he known about the multiple bodies. Who is the hands down *strongest* is still debatable, seeing as the 4th is dead now, but the point remains. Itachi was one of the strongest people in the series but he doesn't hold a candle to Pein.

WELL I THINK IT ITACHI BECAUSE  JIRAYA EVEN SAID THAT PEINS WEAKNESS IS GENJITSU AND ITAHI CAN USE THE BEST GENJITSU (TSUKAYOMY) AND ITS TRUE THAT PEIN HAS 6 BODES BUT TSUKAYOMY CAN KILL ABOUT 1 PEINS AND AMATERASU COULD BERN AND KILL ABOUT 2 PEINS  AND SUSANOO ABOUT 3 SO HE CAN KILL ALL OF THEM

well i got to say itachi well because jiraya said that pains weakness was genjutsu and itachi can posses the highest level of genjutsu (tsukayomi).itachi can posses the amaratasu the strongest ninjutsu that would burn pain to death. yes pain has six bodies but still if itachi uses susanoo that would clearly be the end of pain
