The other way around. (More Palestinians killed) Many people think that terrorists fire rockets from heavily populated areas on purpose. When Israel fires back on that location, the terrorists are long gone and civilians die. Then the deaths become an anti-Israel propaganda tool.

The other side says that the Israeli army doesn't distinguish between terrorist and civilian, they don't see them as human, they just bomb without warning and don't care at all about the deaths of women and children.

I think it's possible they are both right.
